Bob has joined Sergi and Associates as an independent contractor working in the area of public administration focusing on assisting the attorney’s work on municipal and county regulatory matters. While Bob is not a lawyer, he has 59 years of experience as an Air Force Officer, city manager as well as a consultant on numerous real estate projects.
Bob served as an officer in US Air Force for twenty-two year retiring as a colonel. During his Air Force career his Assignments in Human Resources, Inspector General and Base Command. He has a BBA in Personnel Administration and a Masters in Sociology from Texas A&M University.
After retirement, he was a city manager in Texas for four cities and an interim city manager for four more cities. He also served as the general manager for a county Water Conservation District as well as serving as a Project manager for a US Dept of Education grant that helped school districts upgrade their emergency management/crisis management policies and procedures. Finally, he was a member of various state, council of government, county and local bodies that coordinated public policy and processes.
Bobs public administration consulting includes working with individuals, companies and others such as engineers, architects and contractors to navigate development requirements and facilitating city, county and state processes. Examples include negotiating development agreements, assisting with requirements for zoning changes and annexation agreements. Also help clients with building and fire code problems. Organized several non-profit organizations to support various causes. Served as an officer in several of those organizations.
While working full time as a city manager and consultant was also actively involved in the Texas State Guard, serving in various fields such as human resources, logistics, communications, and chief of staff. Headquarters Incident Commander for Hurricanes Rita and Katrina.
Bob works as an independent contractor for the firm and the firm bills him on an hourly rate which includes his base rate and profit and overhead for the firm
